Occupational Union Member Insurance Regulations (Effective January 1, 2026)

Occupational Union Member Insurance Regulations

(Labor Insurance / Employment Insurance / Occupational Accident Insurance Rights and Obligations Comparison, Effective January 1, 2026)
Personnel Category Definition and Description Labor Insurance (LI) Employment Insurance (EI) / Occupational Accident Insurance (OAI)
Occupational Union Member
(Without a Fixed Employer or Self-Employed Workers)
Workers who do not have a fixed employing unit or who are actually engaged in labor and self-employed, and who join a relevant occupational union to obtain eligibility for insurance coverage. Eligible to apply for and enroll in Labor Insurance through their affiliated occupational union. Employment Insurance (EI): Not applicable (individuals who join a union without a fixed employer or as self-employed workers are not mandatory subjects for employment insurance).
Occupational Accident Insurance (OAI): Compulsory inclusion (all individuals insured through an occupational union are fully covered by occupational accident insurance).
💡 Key Reminder: Under current regulations and insurance systems, workers insured through occupational unions lack the “Employment Insurance (EI)” protection afforded to general employees (and thus cannot claim unemployment benefits). However, they are legally and mandatorily covered by full “Labor Occupational Accident Insurance (OAI)” protection, ensuring their safety and rights while engaging in various types of labor.
